Warga Grabag Terima Ganti Rugi Tol Rp 3,4 Miliar, Mbah Sudarti Sedih Kehilangan Sawah Warisan

Uang Ganti Rugi Tak Bisa Mengganti Sawah

Sebuah kisah haru datang dari Desa Kalikuto, Kecamatan Grabag, Kabupaten Magelang, di mana seorang warga bernama Mbah Sudarti (65) menerima uang ganti rugi (UGR) sebesar Rp 3,4 miliar atas tanah sawahnya yang terkena proyek pembangunan Tol Jogja–Bawen.

Meski jumlahnya besar, Mbah Sudarti tak sepenuhnya bahagia. Ia mengaku sedih karena kini sudah tidak memiliki sawah, yang selama ini menjadi sumber penghasilannya dan juga bagian dari warisan keluarga.

“Senang dapat uang, tapi sedih karena sawah habis. Kalau sawah bisa panen setiap musim, kalau uang sekali dipakai, ya sudah hilang,” kata Mbah Sudarti dalam wawancara dengan wartawan.

Sawah Warisan yang Harus Direlakan

Tanah milik Mbah Sudarti terdiri dari dua bidang:

  • Bidang pertama seluas 24 meter persegi dengan nilai ganti rugi Rp 68 juta.
  • Bidang kedua seluas 232 meter persegi dengan nilai Rp 3,4 miliar.

Ia menuturkan bahwa tanah tersebut merupakan warisan keluarga dan sebagian dibeli dari hasil kerja keras orang tuanya. Kini, seluruh lahan tersebut telah menjadi bagian dari area proyek tol nasional.

Putra kelima Sudarti, Ahmad Solikun (32), menjelaskan bahwa uang tersebut akan dibagi ke sembilan anggota keluarga, termasuk tujuh anak serta kedua orang tuanya. “Tanah ini kan warisan, jadi nanti hasilnya dibagi ke semua saudara. Tapi kalau tidak beli tanah lagi, bagaimana? Kami ini petani, kalau tidak punya sawah ya susah,” ujarnya.

Proses Panjang dan Menunggu Bertahun-Tahun

Menurut Ahmad, proses pembebasan lahan hingga pencairan dana memakan waktu sekitar tiga tahun. Selama masa tersebut, keluarga hanya bisa menunggu dengan cemas karena tidak memiliki kepastian kapan ganti rugi akan dibayarkan.

“Menunggu tiga tahun itu tidak mudah. Pusing, karena sawah sudah tidak bisa digarap lagi, tapi uang belum cair,” katanya.

Kini, meski sudah menerima uang miliaran rupiah, keluarga Mbah Sudarti mengaku tetap ingin membeli sawah baru agar bisa kembali bertani seperti dulu. “Kalau uang habis dan tidak ada lahan, nanti mau makan dari mana?” ungkap Mbah Sudarti dengan nada lirih.

Ratusan Warga Terdampak di Grabag

Kepala Desa Banyusari, Taryono, mengatakan bahwa proyek Tol Jogja–Bawen memang berdampak luas bagi masyarakat di wilayah tersebut. Di Desa Banyusari saja, terdapat lebih dari 630 bidang tanah milik sekitar 400 warga yang terkena pembebasan lahan.

Sebagian besar tanah yang terdampak merupakan lahan persawahan produktif, termasuk milik perangkat desa. Total tanah kas desa (TKD) yang digunakan untuk proyek ini mencapai sekitar 4 hektare.

“Rata-rata lahan yang terkena tol di wilayah kami adalah persawahan. Ada juga rumah warga di beberapa dusun seperti Jantur, Banyusari, Kalirejo, dan Kalitejo,” jelasnya.

Progres Pembebasan Lahan Tol Jogja–Bawen

Sementara itu, Pejabat Pembuat Komitmen (PPK) Pengadaan Tanah Tol Jogja–Bawen, Muhammad Fajri Nukman, mengungkapkan bahwa hingga pertengahan Oktober 2025, progres pengadaan lahan telah mencapai 66,82 persen.

Pada tahap terbaru, terdapat 68 bidang tanah dari tiga desa — Banyusari, Kalikuto, dan Candiretno — dengan total nilai ganti rugi mencapai Rp 57,1 miliar. Fajri menegaskan bahwa pemerintah berkomitmen menyelesaikan pembayaran kepada seluruh pemilik lahan yang terdampak secara bertahap sesuai prosedur hukum.

Antara Kemajuan dan Kehilangan

Pembangunan Tol Jogja–Bawen dianggap penting untuk memperlancar konektivitas antara Jawa Tengah dan DIY. Namun, kisah seperti yang dialami Mbah Sudarti dari Grabag menunjukkan sisi lain dari kemajuan infrastruktur: di balik angka triliunan rupiah investasi, ada kehidupan rakyat kecil yang berubah selamanya.

“Dulu setiap pagi ke sawah, sekarang bingung mau ke mana. Rasanya aneh, karena sawah itu bukan sekadar tempat kerja, tapi bagian dari hidup,” ujar Mbah Sudarti pelan.

Kini, dengan uang ganti rugi yang diterima, ia berencana membeli sebidang tanah baru agar bisa tetap bertani — melanjutkan warisan orang tuanya yang telah hidup dari sawah selama puluhan tahun.

The Competition Commission of India (CCI) is likely to issue an order to Meta-owned instant messaging app WhatsApp for allegedly breaching the country’s competition laws. As per Livemint, citing sources close to the matter, a contentious update on WhatsApp privacy policy and service terms has attracted the wrath from the CCI and the order from the watchdog for fairness in trade practices may include a penalty, too. The report further said that the messaging giant’s controversial 2021 update would allow WhatsApp to share certain user data with Meta. The sources also confirmed that the director general of investigation of CCI has concluded that WhatsApp and Meta contravened the provisions of competition law that prohibit abuse of dominance. As per the Competition Act revision in 2023, the regulatory watchdog is allowed to levy penalties of up to 10% of the average turnover for the preceding three financial years on guilty enterprises. This comes just over a month after WhatsApp started rolling out the Meta Verified badge feature for all eligible small businesses in India, which will allow them to send personalised messages to customers. Earlier in June, Meta said that it would roll out the Meta Verified programme for WhatsApp business users in India. Later, the social media giant also launched the Verified service for brands on Facebook and Instagram. In April, WhatsApp told the Delhi High Court that it would end its India operations if the platform was forced to break its message encryption. Following that, I&B Minister Ashwini Vaishnaw confirmed to the Rajya Sabha that WhatsApp and its parent company Meta have not informed the government of any plans to shut down their services in India. It is important to note global tech giants such as Meta, Google, and Microsoft have been under regulatory scrutiny in various cases across India. From January to June last year, Indian authorities issued a total of 70,612 content take-down requests across all Meta platforms. Of these, 63,586 were legal process requests, while the remaining were classified as ‘emergency disclosure requests’. With rising digitisation, India has emerged as an important market for big tech giants like Meta, Microsoft, Amazon, among others. Last year, Meta also joined hands with ONDC to bring small businesses on the network.
